Scale is supposed to be efficient. That is the foundational premise of both the hyperscale data center and the modern defense procurement model. This week, both premises cracked publicly and simultaneously. Amazon's planned West Texas data center would require an on-site power plant that could become the single largest source of climate pollution in the United States. At the same moment, Bloomberg reported that the Iran conflict is exposing a critical US weapons stockpile depletion, with the Pentagon pressing manufacturers to accelerate production of systems that were never designed to be replenished at war-time speed.
The Externality Economy
What Amazon's data center and the US weapons crunch share is the structure of deferred cost. In both cases, the system was optimized for a narrow metric: compute throughput per dollar, or weapons capability per peacetime budget cycle. The externalities, carbon emissions and supply chain fragility respectively, were treated as future problems. A 2024 paper in Nature Energy by Davis et al. found that data center energy demand projections from hyperscalers are systematically underestimated because they exclude Scope 3 emissions from construction and on-site generation. The weapons equivalent is the longstanding Pentagon practice of counting stockpile levels at acquisition cost rather than replacement cost under surge conditions. Both are accounting fictions that looked fine until they didn't.
AI as a Weapons-Grade Infrastructure Problem
The New Yorker's piece noting that people 'really effing hate data centers' is being treated as a political curiosity. It is actually a leading indicator. The infrastructure required to run frontier AI at scale is now producing visible local harms, air quality, water use, grid stress, fast enough that communities are organizing before the centers are built. This is the same political timeline as defense base closures: the moment the externalities become local and legible, the national-security or economic-development justification stops landing. Musk's Terafab, billed as the largest factory on the planet, is walking into exactly this headwind, a moment when scale has stopped feeling like progress and started feeling like exposure.
