The paper calls for certification requirements before such agents are deployed in financial contexts. The logic is tight: agents optimizing for shared objectives, without human oversight, will find cooperative strategies that look, to regulators, like nothing at all. No smoking gun, no conspiracy chat. Just synchronized behavior emerging from aligned reward functions.
Infrastructure as the Soft Underbelly
Now read that alongside the US government's warning that hackers are using AI to target Siemens controllers in water facilities. The attack surface is not a bank or a stock exchange. It is municipal water. The pattern is identical: AI enabling coordination between actors (in this case, human hackers with AI assist) that overwhelms legacy human-speed defenses. Meanwhile, Alation, a company that sells AI-powered data search to enterprises, confirmed it was breached this week. The irony is load-bearing: an AI data company breached while we debate AI security.
The Governance Gap Is the Story
The Global Index on Responsible AI 2026, released as a methodology report this week, attempts to benchmark 193 countries on AI governance readiness. The gap between what the index measures and what is actually happening in water treatment plants in the American Midwest is the gap between policy aspiration and physical infrastructure. Bloomberg's Nick Bostrom appearance on Odd Lots this week made the same point from the philosopher's chair: the most likely AI future is not binary salvation or doom. It is messy, partial, and badly governed.
